Submit RICA registration for an authenticated agent

Accepts the same multipart payload as the public RICA endpoint, but uses the authenticated partner-agent JWT as the trust boundary instead of requiring reCAPTCHA or contact OTP checks.

Access: Auth methods: JWT bearer. Allowed user types: PARTNER. Requires permissions: entity:rica:capture.
