Submit and complete a Partner RICA (no separate approver)

Transitions DRAFT|REJECTED → VERIFIED in one step — Partner RICA has no maker/checker. Requires the agent to accept the terms & conditions and confirm best-effort accuracy. The draft must already have a current Partner Portal RICA registration with a valid SIM. Fails with SIM_REQUIRED / SIM_NOT_READY_FOR_RICA for SIM problems, NOT_COMPLIANT if required fields or document uploads are missing, or TNC_NOT_ACCEPTED if the attestation is not given.

Access: Auth methods: JWT bearer or API key. Requires permissions: entity:rica:capture.
