Send a Sumsub verification link for an entity

Creates or reuses an active manual Sumsub verification run at the requested evidence level. The existing verification orchestrator generates and delivers the customer link.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: entity:write. Allowed MVNO roles: SUPER_ADMIN.
