Mark reserved campaign recipients as failed to publish

Used by Strata when a Nexus publish fails after the recipient was reserved. Flips the QUEUED reservation to FAILED so the next campaign retry can re-claim exactly those recipients.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: sms:write.

Campaign id that scopes recipient uniqueness — must match the id used when reserving. Defaults to the path campaignId.
