Only fully-VALID batches can be processed — fix the CSV and re-upload otherwise. Rows register asynchronously through the partner-attested RICA path (entity PARTNER_ATTESTED, registration VERIFIED, SIM RICA_COMPLETE); poll the batch for progress.
Access: Auth methods: JWT bearer. Allowed user types: MVNO. Requires permissions: entity:rica:bulk. Allowed MVNO roles: SUPER_ADMIN.
