Admin-side variant of GET /app-users/:appUserUuid/accounts that lets partner and MVNO operators look up any app user's linked accounts. Required by partner-portal sandbox tooling. Rejects APP_USER callers — they must use the self-service endpoint above.
Access: Auth methods: JWT bearer. Allowed user types: MVNO, PARTNER. Requires permissions: account:read.
