Uploads to Nova-managed GCS. When creating or updating a banner, persist imageGcsPath + imageGcsFilename only. imageUrl in this response is an optional public-proxy preview from BANNER_IMAGE_PUBLIC_BASE_URL (not a signed GCS URL). For signed read URLs use GET /banners/:bannerUuid/signed-image-url after the banner exists, or the portal can keep using the local file preview when imageUrl is empty.
Access: Auth methods: JWT bearer. Allowed user types: MVNO. Requires permissions: banner:write.
