Express reverify against an already-verified entity

Looks up an existing VERIFIED entity by ID number, creates a Sumsub verification run for the supplied liveness selfie, and links the SIM on pass. Falls through to OPS_QUEUE on fail; the agent must use the full capture flow in that case.

Access: Auth methods: JWT bearer or API key. Requires permissions: entity:rica:capture.

UUID of the freshly-uploaded liveness SELFIE document for this registration. The current express path creates a Sumsub verification run; face re-auth reuse can be layered in when vendor support is wired.
