Persists a PENDING batch row and kicks off async validation. Submit either multipart CSV file or application/json transactions, not both. Returns 202 with the batch UUID; poll GET /merchant-accounts/wallet/batches/:walletBatchUuid for status.
Access: Auth methods: JWT bearer. Requires any permission: merchant-account:write, wallet:admin.
