Initiate a marketplace voucher purchase for a specified app user

https://megsapp-nova-stg.85.group/api/v1/purchases/marketplace/vouchers

MVNO SUPER_ADMIN marketplace voucher flow. The customer app user must be supplied explicitly. The customer always pays from MY_WALLET; Flash gift-voucher code and amount are resolved from the selected product. App-user JWT callers must use POST /app-user/purchases/marketplace/vouchers.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: purchase:admin. Allowed MVNO roles: SUPER_ADMIN.
