Initiate a Free Basic Electricity purchase for a specified app user

MVNO SUPER_ADMIN Free Basic Electricity (FBE) flow. The customer app user must be supplied explicitly. FBE is zero-priced so no wallet debit occurs; meter number is supplied inline. App-user JWT callers must use POST /app-user/purchases/marketplace/free-basic-electricity.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: purchase:admin. Allowed MVNO roles: SUPER_ADMIN.
