Reserve campaign recipients before publishing to Nexus

Used by Strata before publishing campaign SMS. Claims each recipient exactly once per reservation campaign id so a retried campaign never re-sends to recipients that were already handed to Nexus. Only recipients returned as claimable may be published.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: sms:write.

Campaign id that scopes recipient uniqueness. AB-test variants pass the base campaign id here so a retried send can never re-publish to a recipient that moved between variants. Defaults to the path campaignId.

Durable caller token. A later retry may publish an existing reservation only when Nova returns it as owned by this token.
