Create and provision a merchant account

Partner callers create a merchant account for their JWT partner. MVNO callers create an MVNO-owned merchant account by default, or pass partnerUuid to create a partner-owned account.

Access: Auth methods: JWT bearer. Allowed user types: PARTNER, MVNO. Requires permissions: wallet:admin.
