Deactivate a merchant account

Partner callers deactivate their JWT partner account. MVNO callers deactivate MVNO-owned accounts by default, or pass partnerUuid to deactivate a partner-owned account.

Access: Auth methods: JWT bearer. Allowed user types: PARTNER, MVNO. Requires permissions: wallet:admin.
