Returns the last 30 days of statement requests (newest first). For any row still in CREATED state whose Jira status was last synced more than STATEMENT_REQUEST_SYNC_STALE_SECONDS ago, the endpoint refreshes the status on-demand from Jira and persists the result. Refresh failures are silently tolerated — the stale row is still returned with its last-known status.
