Submit a RICA registration (self-service or agent-attributed)

Creates or reuses a compliance entity, uploads the selfie as an EntityDocument with documentType = SELFIE, RICA-binds the SIM, and creates a PENDING_SPEND_TRIGGER attempt. If a partner JWT is present in the Authorization header, the SIM is attributed to that partner user. Otherwise the submission is recorded as self-service.

Access: Public endpoint.
