Bulk-record campaign SMS deliveries accepted by Nexus

Used by Strata after publishing campaign SMS directly to Nexus. Records SUBMITTED ledger rows so Beam DLRs can advance delivery status without per-SMS Nova send traffic.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: sms:write.
