Create a wallet cash-out withdrawal request

Creates a Silicon V2 wallet cash-out request. Provider acceptance is returned as COMPLETED for legacy compatibility; ambiguous outcomes remain PROCESSING and must not be retried.

Access: Auth methods: JWT bearer. Allowed user types: APP_USER. Requires permissions: purchase:write.
