Calls the Nexus gateway ensureAgent(merchantId, email) — the same path used on agent create and by the nightly reconciler. Upstream failures are returned to the client for local Nexus debugging.
Access: Auth methods: JWT bearer. Requires permissions: user:write. Allowed partner roles: PARTNER_ADMIN, PARTNER_MANAGER.
