Super-admin only. Enables or disables the comprehensive RICA flow in the partner portal for a single partner. Only LEAF partners may have it enabled — enabling on any other type returns 400 PARTNER_NOT_LEAF. Disabling is always allowed.
Access: Auth methods: JWT bearer. Allowed user types: MVNO. Requires permissions: partner:rica:toggle. Allowed MVNO roles: SUPER_ADMIN.
