Recovery and express-path helper. The normal Partner RICA flow requires the SIM at draft creation. This endpoint promotes the SIM from ALLOCATED/RESERVED to RICA_COMPLETE so the next DMA event can activate the account. If a DMA event for this ICCID is already pending, it is replayed best-effort.
Access: Auth methods: JWT bearer or API key. Requires permissions: entity:rica:capture.
