Issues a long-lived, device-bound trusted-device token the client stores behind a biometric gate. Requires a FRESH password/OTP session — a biometric-re-minted session is refused (401). One live credential per device; the oldest is evicted past the per-user device cap.
Access: Auth methods: JWT bearer. Allowed user types: APP_USER.
