List wallet transactions for an app user

Allows an MVNO administrator to view a bounded, filtered cursor page of the selected tenant app user wallet ledger.

Access: Auth methods: JWT bearer. Allowed user types: MVNO. Requires permissions: profile:read, transaction:read. Allowed MVNO roles: SUPER_ADMIN, MVNO_ADMIN.
