Provision a normal review profile

Creates or updates a normal app user profile and links it to an existing ACTIVE MSISDN account. This does not create reviewer-only runtime behavior, open wallets, or mutate SIM/RICA/account records.

Access: Auth methods: JWT bearer. Allowed user types: MVNO. Requires permissions: profile:write. Allowed MVNO roles: SUPER_ADMIN.
