Initiate a bill-payment purchase for a specified app user

https://megsapp-nova-stg.85.group/api/v1/purchases/marketplace/bill-payments

MVNO SUPER_ADMIN bill-payment flow. The customer app user must be supplied explicitly and pays from MY_WALLET. The customer account number and amount are supplied inline; provider-specific biller details are derived from the selected product. App-user JWT callers must use POST /app-user/purchases/marketplace/bill-payments.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: purchase:admin. Allowed MVNO roles: SUPER_ADMIN.
