Start 3DS verification for a partner card

Runs a real R2.00 customer-initiated payment to verify the saved partner or MVNO card. The R2.00 charge is non-refundable. Returns either a frictionless verified result, a challenge with redirectUrl, or a failure.

Access: Auth methods: JWT bearer. Requires any permission: partner:admin, partner:finance, wallet:admin. Partner scope: partnerId from query.
