Send a Please Call Me request from a linked subscriber line

Validates the recipient MSISDN and sender linked account. Until a real MVNO/provider Please Call Me operation exists in Nexus, Nova returns PROVIDER_UNAVAILABLE instead of fabricating success.

Access: Auth methods: JWT bearer. Allowed user types: APP_USER. Requires permissions: purchase:write.
