Send airtime to another account by MSISDN

App-user-only airtime transfer. Nova resolves the sender from the current app user and resolves the receiver account from receiverMsisdn server-side, so app clients do not need account lookups.

Access: Auth methods: JWT bearer. Allowed user types: APP_USER. Requires permissions: transfer:write.
