Send an SMS through Nexus for Beam delivery

Delegates the SMS request to Nexus. Nexus publishes the request to the Beam Pub/Sub topic; Beam stores, de-duplicates Pub/Sub redeliveries, and sends via SMPP.

Access: Auth methods: JWT bearer or API key. Allowed user types: MVNO. Requires permissions: sms:write.
